ANJ fines seven unnamed operators for exceeding 85% return rate

The Autorité Nationale des Jeux (ANJ), the French regulator for gambling, has imposed a financial penalty and issued warnings against seven operators for violating the 85% player return rate cap. The cases were first opened before the sanctions committee on September 22, 2022 and after investigations, the proper sanctions were now just meted out.

The ANJ stated that in 2021, these seven operators violated the rules that prohibit sports betting operators from redistributing over 85% of stakes back to players. The return player rate cap is a crucial regulation that aims to prevent excessive gambling, money laundering, and terrorist financing.

This regulation is based on Article 13-II of an amended law from May 12, 2010, and Article 27 of a decree made on November 4, 2020. It restricts the maximum amount that operators can return to players in the form of winnings. Violating this regulation could have severe consequences, including a financial penalty.

In this case, the ANJ decided to take action after evidence was presented that these operators had breached the return player rate cap. The sanctions committee of the ANJ has issued seven warnings and imposed a financial penalty to ensure that these operators comply with the regulations. The operators in question have the option to appeal this decision within two months.

Meanwhile, earlier this month, the ANJ reviewed plans from operators detailing their strategies to combat fraud, money laundering, and terrorist financing. It noted “significant progress” in anti-money laundering efforts. It is important to note that, under French law, all licensed operators in France must provide action plans to show their commitment towards curbing these vices.
